A recording of Darth 'Trakaton Kalkoran' Horuset IV came to life revealing the Dark Lord in the electric blue light common of such technology. Clad in his blackened armour of plated metals and pockmarked by damage accrued over decades of war the Darth seemed to shimmer as smoke rose from him. The Pureblood stares at the projector, the scowl etched on his face one that was well known to those familiar with him. The scars on his right cheek pulled unnaturally at the right corner of his mouth, deepening the scowl even further. His cloak hung from his shoulders, yet his right hand was outstretched, palm upwards and using telekinesis to reveal a lightsaber with a curved hilt, ornately decorated with Sith Runes and looking historic, as if taken from another time in the history of the Sith.

"Sith, Soldiers, Acolytes of the Horuset Powerbase."

"With my ascension to the august position of Darth Horuset, must my edicts be known across the entirety of the Horuset Powerbase. While publicised and announced, they must in turn be documented to ensure they last the test of time that ever rolls. As of this recording, we are stood at the brink of deployment to Bon Sor, the might of the Powerbase will be tested against the dispicable Galactic Republic and our iron fist will ever drive them back until we once more besiege Coruscant itself. These edicts will serve to cast off the shackles of complacency that has grown across parts of the Horuset Powerbase and target three key areas for a resurgence of clear doctrine. The Governance of the Horuset Powerbase must be amended, the Philosophy of the powerbase must be reinforced and finally we must all speak of what has been left unchallenged for many long years. The alien."

The First Edict: A Pentarchy No More

The Pentarchy must be remade. No longer is the Horuset Powerbase governed by a Pentarchy, but a Council of Sith Lords that answer to Darth Horuset directly, just as both the Old Sith Empire and our current Sith Empire are governed. No longer does a Pentarch have a Sphere, but instead a Lord of the Sith a Domain. For too long has the underlings of the Horuset Powerbase made a mockery of the Sith Empire, confusing our once spheres for the Spheres of Influence of the Sith Empire as a whole. No longer will be an issue.

The Second Edict: The Declaration of Investments

Each Domain will have a clear Declaration of Investment from the Dark Lord of the Horuset Powerbase, letting all within know where their focus within the Powerbase rests. Those Domains that require the Dark Lord's august attention, will be Centralised and all decisions involved with the Domain will be dictated by the Dark Lord directly with great oversight imparted unto the Lord of the Sith at the head of such a domain. Not all Domains will require such attention, some operating muchly as they do currently and will be given the declaration of Status Quo, where the existing relationship between the Throne and the Lord of the Sith and their Domain will continue to exist. And yet there are some Domains that the Dark Lord, will not care to adjudicate for long stretches of time. Some Domains that are either self reliant or independent enough to run their own matters without any oversight from the Dark Lord of the Horuset Powerbase. These Domains will be Decentralised and while will continue to report in to the ruling Dark Lord, have full autonomy to act as they need to see their Domain flourish without direct oversight from the Throne.

The Domain of War for the duration of the deployment to Bon Sor is set to Centralised.

The Domain of Doctrine for the forseeable future is set to Centralised.

The Domain of Insight is set to Status Quo.

The Domain of Advancement is set to Decentralised.

The Domain of Resurgence is set to Decentralised.

The Declarations of Investment, will only change by the decree of the Dark Lord of Horuset.

The Third Edict: The Gathering of the Sith Lords

Upon the return from Bon Sor, the Council of Sith Lords will meet reguarly to report in on the goings on of the Horuset Powerbase at large. In absence of a Lord of the Sith, they may send a representative of their Domain in their stead and the Dark Lord will do the same from those that are entrusted to chair the Council on the behalf of the Dark Lord. Such gatherings will do as they once did, ensure that no Domain runs rampant and that the ruling Dark Lord remains aware of the ongoings of the Horuset Powerbase.

The Fourth Edict: The Disbandment of Compromise

The positions of Hand of Horuset and Fist of Horuset are both defunct in their entirety. Both ranks were initially made to counter-balance one another, one held by Lord Kalkoran and the other by Lord Sanguinis. The history of these titles is one of compromise, where both were created and given to ensure the ascension of Ahandra Yaria Horuset to the throne of the Horuset Powerbase. The current Dark Lord needs no such compromise and as such, the ranks are disbanded. There is only the Council of Sith Lords and the ruling Dark Lord.

Yet, if such a rank was to be needed again, just as with the Council of Sith Lords of old, there was those known as the Shadow Hand that acted as the second-in-command to the ruling Dark Lord. This rank, may be created if needs are met.

The Conservancy and Pentarchy that followed the creation of the Hand and the Fist, had a strict structure of succession that was created by the now ruling Dark Lord of Horuset. Created to his own advantage, to ensure that upon the death of his predecessor, that he would claim the throne. No longer will there be such. Gone are the days of pretense where a successor is named to the throne of the powerbase. Now, only ones position, ones individual power and their gathered politicaly acumen will see them worthy to sit the throne in the days far off when it may be vacant once again.

The Fifth Edict: The Compendium of Traditionalism

The Compendium of Traditionalism is released to the Horuset Powerbase in it's entirety. A written work to empower the traditionalists of the modern age, to be used to understand the doctrine of the Horuset Powerbase and it's affiliated allies strewn throughout the Sith Empire. The Compendium will replace the Tenets of Traditionalism and has incorporated the Sin of Modulation, authored by Ahandra Yaria Horuset, surpassing all previous work and documentation on traditionalism. The Compendium is the great work focused onto the codifying of traditionalism into a single piece of literature that will enable the traditionalists of the modern day to thwart and subdue the ever growing menace that is progressive ideals and provide the Traditionalist with the history, the codified beliefs and what traditionalism opposes.

The Sixth Edict: The Renewal of Philosophy

After the deployment of Bon Sor is completed, new requirements will be imposed onto Sith within the Horuset Powerbase to ensure they know the doctrine of the Sith and the Traditionalist.

To ascend as an Acolyte to become an Apprentice, the potential Master must test the Acolyte on the philosophy of the Sith and Traditionalism as codified in the Compendium. Likewise, must the philosophical aptitude of the Acolyte be assured by another Sith besides the potential Master of the Acolyte. No longer will we see Sith within this Powerbase who dn ot know how to be Sith, who do not know how to be a Traditionalist.

To ascend as an Apprentice to become a Household Sith, an Apprentice must have their aptitude with Sith Philosophy and Traditionalism backed by a Household Sith or greater that is not their Master. No longer will we have teachers within the Powberase who pass on their ill-thoguht drivel to any willing ear.

Any Sith who is questioned on what it means to be a Sith or Traditionalist by any other Sith and fails, will suffer. Likewise, will the Sith's master be punished for failing to uphold the standards of philosophy within the Horuset Powerbase. The Domain of Doctrine, will be openly teaching these subjects and testing the Powerbase on them.

The Seventh Edict: The Domain of Insight

The alien conspiracies of old. The alien bloc. Few within the Horuset Powerbase have tried to dismantle or claim what the alien has taken from them, from those of humanity and purity. Fewer again have believed they have the power, the acumen or the ability to do so. Crannus Taral Horuset during his reign, took on a very direct approach, he actively broke up aliens blocs as they formed and conspiracies had spies and infilitrators sent within their midst to thwart their every move. Ahandra Yaria Horuset took a different approach, she allowed her subjects to try this of their own volition. She allowed the Horuset Powerbase as a whole to enforce the rule of traditionalism, to see her beliefs spread out to every corner of the Powerbase.The beliefs of the Dark Lord and those of every righteous traditionalist within the Sith Empire are codified within the Compendium, yet more must be done within the Horuset Powerbase than just written words, for an alien bloc exists and must be acted against.

At the conclusion of Bon Sor, all those of Purity and of Humanity who wish to enter into the Domain of Insight, may do so. Aliens will be forced to take those of Sith blood if necessary yet Neophytes and Household Sith may move at their own whim. And in contrast, all aliens within the Domain of Insight who wish to leave it will be found places within a new Domain of their choosing. If too few aliens leave the Domain of Insight, an enforced Exodus of the Dark Lord's choosing will begin to ensure that this alien bloc is broken up and dispersed across the Powerbase, with measures taken to ensure it does not reform in the future.

The Eighth Edict: Breaking the Alien Blocs

In the past, an alien Lord of the Sith was able to take three apprentices and an alien Household Sith only one with neither able to take an apprentice of Sith Blood. Such a decree and that which the ninth edict overturns was the decision of Yutal Vipion, who convinced Crannus Taral Horuset of it's clear anti-alien nature. On the surface such an ideal rang out as necessary, to hamstring the alien and to ensure their rotting influence did not spread. And yet, all that this has done is ensure that aliens have only taken aliens and contained themselves to one part of the Powerbase that despite petition after petition, Ahandra Yaria Horuset herself refused to dislodge. The machinations of Yutal Vipion, later discovered to be a progressive, have finally been realised and must be overturned. Thus, must the rules that made such an alien bloc form be changed.

From this moment forth, a Lord of the Sith can take four Apprentices and a Household Sith can take two and earn a third, regardless of their race. An alien who does not take an Apprentice of purity who begins their training to replace the alien will be seen as attempting to form a new Alien Bloc which will be dealt with accordingly.

The Ninth Edict: The Pureblood Successors

To further combat the remergence of an alien bloc, the alien can now take those of Sith blood by default. Those of Sith Blood taken by an alien will receive additional training on philosophy and combat, to ready them for the eventuality where they overcome and replace their alien master. Likewise, does the Dark Lord expect those of purity to take aliens as apprentices, to starve an alien conspiracy of it's strength-of-numbers and thwart any rebellion against the heart of the Sith Empire before it can begin.
