When the file is opened the image of a hoodless Zarchas appears, standing with his arms folded across his chest and head angled slightly forwards; facial expression devoid of any emotion as he speaks.

“Dubrillion taught us a valuable lesson, that even when your foundation seems steadfast and your bulwark unshakable it can always be eroded; this is what we will do to The Republic. The Listening Post will identify Pro-Imperial Cells on Republic worlds in the Northern Territories and those who choose to sign up will be dispatched with supplies of war to see these Cells armed and emboldened.
