[REDACTED] The Blademaster’s Office and the Horuset Powerbase

#1
As per Edicts 4:2, the role of the Blademaster’s Office is manyfold. This document intends to set out the rules, regulations and public agreements made by the Head of the Branch such that the Blademaster’s Office may fulfill its duty within the Horuset Powerbase.

1. Within the Blademaster’s Office

1.1 Rules and Regulations

  1. As per Edicts 6:1, the Sith Blademaster and their Office reports directly to the Envoy of War, with oversight from the Dark Lord and Her Hand, who access all communications and documents made.
    1. Any and all communications regarding the Blademaster’s Office should go through the Head of the Branch, who will pass this on to the Envoy of War should such be necessary.
      • The Head of the Branch is the Sith Blademaster, or the Blademaster's Disciple [see section 1, subsection 3] when there is no Sith Blademaster in full.
    2. The Head of the Branch reserves the right to alter agreements made at their own whim, unless overruled by the Dark Lord, Her Hand or Her Envoy of War.
      • All disputes with the Head of the Branch should first be solved without the intervention of the Dark Lord, Her Hand, or Her Envoy of War, and only escalated if no agreement can be reached.
    3. All frequencies within the Blademaster’s Communication Network have the Dark Lord, Her Hand, and the Envoy of War in receipt of all messages.
      • The Blademaster’s Communication Network will be expanded to include new additions to the Office and those who join will be patched into relevant frequencies.
      • This privilege may be removed at any time by the Head of the Branch, the Dark Lord, Her Hand or the Envoy of War.
  2. The Head of the Branch is the final word on all matters relevant to the Blademaster’s Office, and those who fall beneath their authority must abide, or see Section 1,  Subsection 2, Point 2.
    1. Such can only be overruled by the Dark Lord, Her Hand, or Her Envoy of War.
    2. Any who wishes to become the Head of the Blademaster’s Office by right of conquest must do so with the public permission of the Dark Lord, Her Hand, or Her Envoy of War.
  3. Members of the Blademaster’s Office are not permitted to teach outside the rules stipulated in the Overseer Branch’s Rules and Regulations, unless otherwise specified in Section 2, Subsection 2.
    1. Those found to be using their place within the Blademaster’s Office to teach private lessons, hand out vibroswords, or permit the learning of additional forms will be dealt with as in Section 1, Subsection 2, Point 2.
      • The rules stipulated in Section 2, Subsection 2 apply solely to the Head of the Branch, unless otherwise stated.
    2. Members of the Blademaster’s Office may seek out the Head of the Branch for permission and such will be considered as appropriate.
  4. The Head of the Branch is solely responsible for the creation of official Archival texts regarding matters of the blade. They will be highlighted as the documents to read when studying saber forms.
    1. Assistant-Blademasters are not permitted to use the title of (Assistant-)Blademaster’s Guides without the clear permission of the Head of the Branch.

1.2 Appointment and Removal of Members

  1. The appointment of members to the Blademaster’s Office will remain at the discretion of the Head of the Branch, unless overruled by the Dark Lord, Her Hand or Her Envoy of War.
    1. Those who seek to become an Assistant to the Blademaster must be proficient and capable in all of the first six forms of lightsaber combat. They must also be willing to meet the Head of the Branch in combat for a test of their skills.
      • Those deemed worthy will be appointed, unless overruled by the Dark Lord, Her Hand or Her Envoy of War.
    2. The Head of the Branch reserves the right to deny appointment to the Blademaster’s Office to anyone for any reason, unless overruled by the Dark Lord, Her Hand, or the Envoy of War.
      • In most cases, a reason will be given. However, the Head of the Branch reserves the right to withhold such from the applicant and inform only the Envoy of War.
  2. Those appointed to the Office may have their title removed at any point by the Head of the Branch, for any reason, unless overruled by the Dark Lord, Her Hand, or Her Envoy of War.
    1. In most cases, a reason will be given when a member is removed, but the Head of the Branch reserves the right to keep this to themselves and the Envoy of War.
      • These removals can only be overturned by the Dark Lord, Her Hand or the Envoy of War.
  3. Those appointed to the Office must adhere to the rules and regulations as laid out in Section 1, Subsection 1, or face dismissal at the whim of the Head of the Branch.

1.3 Other information

  1. As of the publication of this document, Blademaster’s Disciples will be known only as Assistant-Blademasters, being the official title.
    1. The Head of the Branch reserves the right to use the title of Blademaster’s Disciple, though is not required to do so, until such a time that they become the Sith Blademaster in full.
      • If there exists a Sith Blademaster in full, the title of ‘Blademaster’s Disciple’ is obsolete and not to be held by any within the Office.
  2. All matters of the Blade should be brought to the Blademaster’s Office as a first port-of-call, and will subsequently be passed directly to the Dark Lord, Her Hand or the Envoy of War, as appropriate.
    1. In cases where the information is relevant to both another office and the Blademaster’s Office, this will be passed on to the relevant Office Heads as necessary.

2. Working with Other Branches

After discussion with relevant branches, the following agreements have been reached as to how the Blademaster’s office is to work with other aspects of the Powerbase.

2.1 The Blademaster Branch and the Lorekeeper’s Office

  1. All texts which are regarding early bladework and Shii-Cho to remain accessible to all within the Acolyte Archives
    1. All texts that require higher authorisation should remain as such to all, including the Blademaster’s Office, unless otherwise stated by the Dark Lord, or Her Hand.
      • This should be while working closely with the Lorekeeper regarding that which should or should not be readily available to those of the appropriate rank.
  2. The former Blademaster’s works should be listed under their name and title, not as the Blademaster’s work, to reflect the change in management.
    1. Likewise, the Assistant-Blademaster’s works should be renamed should they take the title of Sith Blademaster [to the blademaster’s guides], or step down [to their name and title].
      • These changes should be made in a timely manner as and when the management changes.
    2. The current management of the Blademaster’s Office is therefore responsible for the creation of new documents on bladework.
  3. Newly created documents by the Blademaster’s Office should be highlighted in the Archives, rather than outdated versions from other authors.
    1. The role of the Blademaster’s Office is to be the authority on the blade, thus it is befitting to see works of the current office noted as the resource to be used for those new to saber combat.
      • It is for this reason that Apprentice Hozan will be creating Assistant-Blademaster’s guides to each of the forms.
    2. The documents created by the Blademaster’s Office regarding Shii-Cho and Bladework should be highlighted to all new Acolytes.

2.2 The Blademaster Branch and the Overseer Branch

  1. Since there is presently no Sith Blademaster in full, the duties fall to the Head of the Branch. Thus, the Blademaster's Disciple is tasked with the teaching of Form I to the Acolytes. Thus, the most senior member of the Blademaster’s Office must hold responsibility for the teaching of Shii-Cho to the Dark Lord’s Acolytes.
    1. Members of the Office may hold lessons on Form One at their own whim, but full reports must be submitted to the Overseers after the lesson for records keeping.
    2. The most senior member of the Blademaster’s Office should be informed of when Acolytes are rewarded with additional forms, and have the permission to grant such themselves. This will always be done with the agreement of the Overseers Office and not at the whim of the Blademaster’s Office, until the title of Sith Blademaster is held in full.
      • The Head of the Branch should hold responsibility for the teaching of additional forms to Acolytes, such that all receive the same quality of training, unless this is changed by the Dark Lord or Her Hand.
    3. The Blademaster’s Office also holds responsibility for the provision of private lessons in Shii-Cho to an Acolyte who is deemed worthy by the Overseer's office. Until the title of Sith Blademaster is held in full, this decision lies with the Head-Overseer.
      • Should the Blademaster’s Office deem an acolyte worthy of a lesson in an additional form, the Head Overseer must approve the decision before such may go ahead, unless decreed by the Dark Lord or Her Envoy of War.
  2. The Sith Blademaster, or Blademaster's Disciple, holds the authority with which to grant vibroswords and see them removed from Acolytes, unless counteracted by those more senior than he who granted the weapon.
    1. In this vein, the Blademaster’s Office holds the right to take away an Acolyte’s training foil should they be deemed unworthy to wield it.
      • The Head-Overseer may overrule decisions made on the removal or provision of weapons to Acolytes, but should see the Blademaster’s Office informed with reasoning given.
    2. Members of the Blademaster’s Office are permitted to suggest acolytes to receive a vibrosword, stating their reasons, for Apprentice Varrixon to test.
  3. The Sith Blademaster, or Blademaster’s Disciple, is permitted to teach combat skills; use of certain Force abilities within combat, and prepare acolytes for war.

Ongoing Crisis
War in the Northern Territories

The Balance of Power in the Northern Territories!

"The Northern Territories shift under the weight of changing times. With the passage of the ICOT, internal strife amongst Imperial Forces in the North has lessened - though never abated. Although the momentum of the Republic has not yet been met entirely, fortification efforts and victorious naval campaigns have evened the footing at least slightly. Eyes align on systems such as Vykos, Nam'ta and Orsus to see how this proceeds.."

((OOC: The Balance of Power system has begun! Missions that relate to grand changes in the Northern Territories will have an impact on the balance of power shown above, with the end result being that the balance of power's state at the start of the next war arc will determine how strong the Republic will be in the area. The balance of power can be pushing in our favour with bigger scale events aimed at taking the Republic down or fortifying ourselves in the North. This can be achieved through Operations, Adventures and Guild Events. The blue represents the Republic, and the Empire is red! This is organised by the Guild Team, so please direct OOC questions to them.))
